Following the revision of the Road Traffic Act in July 2023, a new category called ‘specified small motorized bicycles’ (tokutei kogata gendoki tsuki jitensha) was established for vehicles that meet certain conditions. Since electric kickboards are legally classified as ‘vehicles’ under the Road Traffic Act, they are generally required to be ridden on the roadway. Furthermore, many electric kickboard models are equipped with lithium-ion batteries, which makes proper disposal difficult — as a result, it is not uncommon for people to leave them sitting at home or in storage for extended periods of time, unsure of where to take them.
